Abstract

In the comparative analysis of efficiency across different groups, Meta-frontier Data Envelopment Analysis (DEA) is a widely adopted method that accounts for heterogeneity in production technologies. Additionally, bootstrap techniques are often employed to correct for biases in efficiency measures arising from unbalanced sample sizes. Previous empirical studies in the domain of bootstrap meta-frontier DEA typically use separate procedures to estimate bias-corrected technical efficiency relative to group frontiers and meta-frontiers. In some cases, this approach may result in bias-corrected meta-technology ratios greater than 1, which lead to meaningless interpretation. This is due to the theoretical condition that the meta-frontier envelops the group frontiers not always being upheld in bootstrap iterations. The research addresses this issue by introducing a unified procedure for estimating bias-corrected efficiency measures. This ensures that in each bootstrap iteration, the meta-frontier consistently represents the envelope of the group frontiers, thereby maintaining the theoretical bounds of the meta-technology ratio (i.e., ≤ 1) and enabling its meaningful interpretation.

The proposed method is applied to evaluate of firm efficiency across different ownership types in Vietnam’s manufacturing sector, encompassing cooperatives (COOP), private enterprises (PE), state-owned enterprises (SOE), mixed enterprises (ME), foreign enterprises (FE), and joint ventures (JV). This study highlights the efficiency dynamics inherent to each ownership structure, offering insights into their respective challenges.
