Modest improvement in governance led to increased public trust and effective COVID-19 response: Evidence from 2020 PAPI Survey[1]

Abstract
The 2020 Provincial Governance and Public Administration Performance Index (PAPI) Report, what was released in Ha Noi on 14 April 2021, shows a modest improvement in national governance and public administration performance during the 2016-2021 government term. The report, which assesses citizen experiences with national and local government performance in governance, public administration, and public service delivery, shows that the Control of Corruption in the Public Sector dimension has improved significantly each year since 2016. New features of the 2020 PAPI Report include insightful findings on: the performance of local governments across two terms (2011-2016 and 2016-2021); experience of internal migrants with accessing services in receiving provinces; and voter perception of women in leadership roles. PAPI aims to generate information that can improve the performance of local governments in meeting their citizens’ needs by: (i) enabling citizens to benchmark their local government’s performance and advocate for improvement; and (ii) creating constructive competition and promoting learning among local authorities.
About presenter
Do Thanh Huyen is the Policy Analyst in Governance and Participation at the United Nations Development Programme (UNDP) in Viet Nam. She got a master’s degree in development studies at the University of Auckland, New Zealand in 2008. In 2020, she got non-degree diploma on international development policy from Duke University, USA. Huyen’s areas of focus are policy research and advocacy in areas of governance and citizen participation, especially in land and environmental areas.
