Abstract
This paper examines the impact of the European Union’s Yellow Card warning to seafood export on Vietnamese fishing households and their subsequent adaptation strategies. Using Vietnamese Household Living Standard data from Vietnam’s coastal provinces before and after the implementation of the Yellow Card in 2017, we analyze changes in household income composition and investment patterns across different levels of exposure to fishing activities. The findings highlight important policy implications for implementing international environmental regulations in developing countries, particularly the need for targeted support mechanisms during regulatory transitions and the potential for successful adaptation through diversification strategies. Our study contributes to understanding how fishing communities respond to international trade-related environmental regulations and provides insights for policy design that balances environmental protection with socioeconomic welfare.
