On the afternoon of July 17, 2024, at the National Economics University, the E-PhD Program organized a seminar on the topic "Unified Bootstrap Meta-Frontier DEA: Comparative Efficiency Analysis across Ownership Types in Vietnam's Manufacturing Sector."

The seminar welcomed Dr. Truong Nhu Hieu, a lecturer from the Faculty of Economics at the National Economics University, as the invited speaker. From the E-PhD Program's academic committee, the event was attended by Associate Professor Dr. Le Quang Canh and Associate Professor Dr. Bach Ngoc Thang from the Institute for Sustainable Development, along with faculty members and doctoral students from both the English and Vietnamese programs, as well as other interested delegates.
Opening the seminar, Associate Professor Dr. Bach Ngoc Thang welcomed and thanked the invited speaker, faculty members, doctoral students, and all attendees who showed interest in participating in the discussion. He then introduced the speaker, Dr. Truong Nhu Hieu, who holds a Master's degree in Public Management and Policy from the University of Passau, Germany. Dr. Truong received his Ph.D. in Economic and Social Sciences from the Vienna University of Economics and Business, Austria, in February 2024. His research focuses on operations research, efficiency and productivity analysis, as well as corporate performance evaluation.

During the seminar, the speaker presented his research findings: In comparative efficiency analysis between different groups, Meta-frontier Data Envelopment Analysis (DEA) is a widely applied method that aims to explain heterogeneity in production technology. Additionally, bootstrap techniques are commonly used to address biases in efficiency measures arising from unbalanced sample sizes. Previous empirical studies in bootstrap meta-frontier DEA typically employ separate procedures to estimate bias-corrected technical efficiency relative to group frontiers and meta-frontiers. In some cases, this approach can lead to bias-corrected meta-technology ratios greater than 1, resulting in meaningless interpretations. This occurs because the theoretical condition that the meta-frontier envelops the group frontiers is not always maintained across bootstrap iterations. The research addresses this issue by introducing a unified procedure for estimating bias-corrected efficiency measures. This ensures that in each bootstrap iteration, the meta-frontier consistently represents the envelope of group frontiers, thereby maintaining the theoretical bounds of the meta-technology ratio (i.e., ≤1) and enabling meaningful interpretation.
The proposed methodology is applied to evaluate enterprise efficiency across different ownership types in Vietnam's manufacturing sector, including cooperatives (COOP), private enterprises (PE), state-owned enterprises (SOE), mixed enterprises (ME), foreign enterprises (FE), and joint ventures (JV). This study emphasizes the inherent efficiency dynamics of each ownership structure, providing valuable insights into their respective challenges.
Concluding the seminar, on behalf of the E-PhD Program, Associate Professor Dr. Bach Ngoc Thang expressed gratitude to the speaker for taking the time to engage in discussion and share valuable research experience. The seminar provided substantial knowledge and insights for the doctoral students and interested participants.
