Dr. Le Anh Duc from the National Economics University suggests that with this year's changes, information about admission scores for institutions and academic programs from previous years will have less reference value for students making comparisons.
The Ministry of Education and Training has recently issued Circular No. 06/2025/TT-BGDDT, amending and supplementing the regulations on university and college admissions for Early Childhood Education programs, officially applicable from the 2025 admission season.
This circular introduces numerous adjustments compared to previous admission regulations, aimed at enhancing transparency, fairness, and improving admission quality.
Fundamentally Creating Advantages for Training Institutions and Students
Commenting on the adjustments in the circular amending university admission regulations applicable from 2025, recently announced by the Ministry of Education and Training, Dr. Le Anh Duc, Head of Training Management Department at the National Economics University, believes that for the entire system, these adjustments have fundamentally created advantages for training institutions and students in admission processes, making them more streamlined, fair, and effective.
Dr. Le Anh Duc emphasizes several fundamental new points in the regulations that significantly impact the system.

First is the elimination of early admissions. Having the entire system conduct admissions according to a unified plan, removing admissions before the 2025 high school graduation exam results are available, helps students avoid being dispersed into early admissions as before. Students will focus on their high school studies and participate in aptitude assessment exams, preparing optimal conditions for the admission process.
Second, the general regulation requires training institutions to establish equivalent conversion rules for entry thresholds and admission scores across different admission methods, examination methods, and subject combinations – meaning training institutions no longer need to allocate separate quotas for each method or subject combination but will conduct simultaneous admissions through a unified system.
Dr. Le Anh Duc observes that this ensures greater efficiency in admission procedures. Previously, training institutions could conduct multiple rounds of admissions with different methods and multiple corresponding admission benchmarks for the same admission code.
Third, according to Dr. Le Anh Duc, the Ministry of Education and Training will provide general guidance for training institutions on equivalent conversions and only require announcements no later than the time of announcing input quality assurance thresholds (when complete data from high school graduation exams and this year's aptitude and critical thinking assessments are available). This adjustment is also favorable, helping ensure system-wide consistency in conversions and enabling the use of this year's exam result data for analysis. This increases the accuracy and reliability of equivalent conversions.
"Additionally, other adjustments are fundamentally appropriate," said the Head of Training Management Department at the National Economics University.
Updated Admission Plan to be Released by Early April 2025 at Latest
Regarding the National Economics University's admission activities, according to Dr. Le Anh Duc, following principles of fairness, transparency, openness, and prioritizing students' interests above all, the National Economics University announced its 2025 regular undergraduate admission orientation in June 2024 and first published the basic contents of the regular undergraduate admission plan in January 2025.
This helps students interested in applying to the university take initiative in their studies and prepare optimal conditions for the admission period.
Mr. Duc emphasizes that the National Economics University's admission plan fundamentally aligns with and meets the adjustments in the Ministry of Education and Training's regulations.

Specifically, the direct admission method remains unchanged under the new regulations. All four subject combinations (A00, A01, D01, D07) have Mathematics as the primary subject, accounting for 33.3% (meeting the required minimum of 25%).
The combined admission method for students with international certificates such as SAT, ACT; aptitude/critical thinking assessment scores combined with international English certificates continues to be maintained and will have equivalent conversion rules between methods, ensuring fairness and benefiting students (students qualifying for multiple categories can use their strongest advantage for admission).
"In practice, the National Economics University has researched and established equivalent conversion rules based on analyzing input data and academic performance of over 20,000 admitted students from the past three years. However, this historical data only has reference value. The accuracy and reliability of conversions must be based on this year's data," Mr. Duc informed.
It is expected that by early April 2025 at the latest, the National Economics University will announce its updated admission plan with the latest information aligned with the amendments in the newly issued Ministry of Education and Training regulations.
Regardless of Equivalent Conversions, Capable Students Still Have Many Opportunities
According to Dr. Le Anh Duc, any change or disruption leads to anxiety and confusion among students. This is also the normal psychology of all students and parents.
Currently, training institutions certainly cannot yet announce equivalent conversion rules between examination methods, needing to await guidance from the Ministry of Education and Training. Therefore, students must continue waiting.
With this year's changes, information about admission scores for training institutions and academic programs from previous years will have less reference value for students making comparisons. Anxious feelings will arise when students choose schools and majors during admission registration.
"Fundamentally, this year's regulatory changes all aim to create favorable conditions for students in the admission process. Regardless of how equivalent conversion rules are established, students with good capabilities demonstrated through aptitude assessment results, critical thinking assessments, high school graduation exams, and other tests will still have many opportunities to gain admission to good schools and programs.
Therefore, students should remain confident, focus on studying and reviewing to prepare optimal conditions for the upcoming admission period, and follow and update official information from the Ministry of Education and Training and training institutions regarding admissions," Dr. Le Anh Duc advised.
